1. Introduction
This Privacy Policy explains how the United Republic of Tanzania, through the eGovernment Authority (eGA), collects, uses, discloses, and safeguards your personal information when you use Jamii Portal and associated services within the JamiiStack ecosystem (JamiiPass, JamiiPocket, and JamiiPay).
By using our services, you consent to the data practices described in this policy. We are committed to protecting your privacy and ensuring the security of your personal information in accordance with the Electronic and Postal Communications (Online Content) Regulations, 2020 and the Cybercrimes Act, 2015 of Tanzania.
2. Information We Collect
Personal Identification Information
- Full name, date of birth, and gender as verified by NIDA
- National ID number (NIN)
- Contact information (phone number, email address, physical address)
- Biometric data (if applicable for identity verification)
Service Usage Information
- Applications submitted and their status
- Payment transactions and history
- Documents uploaded to JamiiPocket
Technical Information
- IP address, browser type, and device information
- Login timestamps and session data
- Cookies and similar tracking technologies
3. How We Use Your Information
We use your personal information for the following purposes:
- •Service Delivery: To process your applications for government documents and services
- •Identity Verification: To authenticate your identity through JamiiPass using NIDA verification
- •Payment Processing: To facilitate secure payments through JamiiPay
- •Communication: To send notifications about your applications, payments, and important updates

4. Information Sharing
We share your information only when necessary and in accordance with Tanzanian law:
Government Agencies: We share information with relevant government ministries and agencies (Immigration, TRA, Ministry of Lands, etc.) to process your service requests.
NIDA: Identity verification data is exchanged with the National Identification Authority.
Payment Providers: Transaction data is shared with licensed payment service providers (mobile money operators, banks) to process payments.
Legal Requirements: We may disclose information when required by law, court order, or regulatory authority.
We never sell your personal information to third parties.
5. Data Security
We implement industry-standard security measures to protect your information:

7. Data Retention
We retain your personal information for as long as necessary to provide services and comply with Tanzanian legal requirements. Application records are retained for 7 years as required by government regulations. Payment records are retained for 7 years for audit and tax purposes.
8. Children's Privacy
Jamii Portal is intended for users aged 18 and above. We do not knowingly collect personal information from minors. Services for minors must be accessed through a parent or legal guardian's account.
9. Changes to Privacy Policy
We may update this Privacy Policy periodically. Material changes will be communicated via email or prominent notice on the platform at least 30 days before taking effect.
Terms of Service
Conditions governing your use of Jamii Portal and JamiiStack services
1. Acceptance of Terms
By accessing or using Jamii Portal, you agree to be bound by these Terms of Service and all applicable laws and regulations of the United Republic of Tanzania. If you do not agree with any of these terms, you are prohibited from using this service.
Important: These terms constitute a legally binding agreement between you and the eGovernment Authority of Tanzania.
2. Service Description
Jamii Portal is the official digital platform of the United Republic of Tanzania that provides:
- JamiiPass: Unified digital identity and authentication system
- JamiiPocket: Secure document vault for verified government documents
- JamiiPay: Unified payment gateway for government fees and services
- Service Access: Online and in-person access to 50+ government services
3. Eligibility and Account Registration
To use Jamii Portal, you must:
- •Be a Tanzanian citizen with a valid National ID (NIDA)
- •Be at least 18 years of age
- •Provide accurate, current, and complete information during registration
- •Maintain the security of your password and account credentials
You are responsible for all activities under your account. Notify us immediately at security@jamiiportal.go.tz if you suspect unauthorized access.
4. User Responsibilities
When using Jamii Portal, you agree to:
Provide Accurate Information
Submit truthful and accurate information in all applications. False information may result in criminal prosecution under Tanzanian law.
Comply with Laws
Use the service in compliance with all applicable Tanzanian laws, including the Cybercrimes Act, 2015.
Protect Credentials
Keep your JamiiPass credentials confidential and not share your account with others.
Pay Fees
Pay all applicable government fees for services requested through the platform.
5. Prohibited Activities
You may not:
- ✕Attempt to gain unauthorized access to any part of the system
- ✕Use automated tools (bots, scrapers) to access the service
- ✕Upload malicious software or viruses
- ✕Impersonate another person or entity
- ✕Engage in fraudulent activities or money laundering
- ✕Violate the privacy or rights of other users
Violation of these terms may result in immediate account termination and legal action.
6. Service Fees and Payments
Government services accessed through Jamii Portal may require payment of fees as determined by relevant ministries and agencies. All payments are processed through JamiiPay and are non-refundable except as required by law. Payment receipts will be provided electronically and can be accessed through your account.
7. Service Availability
While we strive to provide uninterrupted service, Jamii Portal may experience downtime for scheduled maintenance, security updates, or due to circumstances beyond our control (natural disasters, network failures, etc.). We are not liable for any disruption of service or resulting inconvenience. Planned maintenance will be announced in advance when possible.
8. Intellectual Property
All content, features, and functionality of Jamii Portal, including but not limited to text, graphics, logos, and software, are owned by the Government of Tanzania and protected by Tanzanian and international intellectual property laws. You may not reproduce, distribute, or create derivative works without express written permission.
9. Account Termination
We reserve the right to suspend or terminate your account if:
- •You violate these Terms of Service
- •You provide false or fraudulent information
- •Your account is involved in illegal activities
- •Required by law or regulatory authority
10. Limitation of Liability
The Government of Tanzania shall not be liable for any indirect, incidental, special, or consequential damages arising from your use of Jamii Portal, including but not limited to loss of data, loss of profits, or service interruptions. Our liability is limited to the maximum extent permitted by Tanzanian law.
11. Dispute Resolution
Any disputes arising from these Terms shall first be subject to mediation through the eGovernment Authority. If mediation fails, disputes shall be resolved in the competent courts of Tanzania in accordance with Tanzanian law.
12. Changes to Terms
We reserve the right to modify these Terms of Service at any time. Material changes will be communicated via email and prominent notice on the platform at least 30 days before taking effect. Continued use of the service after changes constitutes acceptance of the new terms.
13. Governing Law
These Terms of Service are governed by and construed in accordance with the laws of the United Republic of Tanzania. Any legal proceedings shall be conducted in English or Swahili in Tanzanian courts.

Log into your JamiiPass account and navigate to Privacy & Data Rights to submit a request directly.

Visit any Service Center with your National ID to submit a written request.
We will verify your identity before processing any data protection requests to ensure security.

- 2.File a formal complaint with the eGovernment Authority's Data Protection Unit

9. International Data Transfers
Your data is primarily stored and processed within Tanzania. In limited cases, data may be transferred internationally (e.g., for cloud backup services or payment processing). Such transfers are protected by:
- Standard Contractual Clauses (SCCs) with service providers
- Adequacy decisions recognizing equivalent data protection
- Binding Corporate Rules for multinational service providers
10. Updates to Data Protection Practices
